As the position of these officers and

men would be different from that of the volunteers it would probably be found convenient that ranks and ratings in the Hong Kong R.N.V.R. should be assigned to them corresponding to their ranks and ratings in the Royal Navy,

The Chinese ratings would also be entered on local engagements in the Hong Kong Royal Naval Volunteer Reserve but it would be necessary that on mobilisation they! shall be assimilated in respect of titles and emoluments, to the Chinese ratings employed in E.M.Ships on the China Station; e.g. a Chinese Stoker, Hong Kong R.N.V.R. would be paid on mobilisation the same rate of pay as a Chinese

Stoker R.N.

LEGISLATION.

It will be necessary to provide by an Act of the Hong Kong Legislature for the raising of the new force, and My Lords are advised that this legislation, which will in due course require the approval of His Majesty in Council, should include the provisions set forth in

Appendix B.....

The phrase "Governor in Council" in

Appendix B is used as indicating the Colonial

Executive.

REGULATIONS.

The Hong Kong Government will

presumably provide in the Act for the manner in which the regulations for the force are to be made and

promulgated. A copy of the Regulations for the Royal

Naval Volunteer Reserve is enclosed for the information

of the Hong Kong Government. These regulations are hardly suitable for a local force but may be found useful for guidance in some particulars. My Lords will be glad to receive in due course draft of the proposed regulations.

GENERAL.

If desired, the Commander-in-Chief,

on the China Station will be requested to assist the

Hong Kong Government with his advice, as recommended

in.....
